(Limitation of the Time of Statement)
Article 81-(8). The presiding officer may, when it is deemed necessary to bring the hearing procedures to order, restrict the time factor for the statement of any party.
(Statement)
Article 81-(9). A concerned party shall state the contents of the memorandum filed, verbatim. The same shall not be applied, however, when it is necessary for the party to reply to a question from the presiding officer, or when it is deemed necessary to permit him to do so.
(Curtailment of a Statement, etc.)
Article 81-(10). The presiding officer may, upon judging that the statement of a concerned party comes under one of the following categories, curtail the statement of that party:
(1)When the statement is over the length of time designated by the presiding officer under the provision of Article 8 1-(8);
(2)When the statement is repetitious of the previous statement, or is irrelevant to the issue;
(3)When the statement is against the provisions of the preceding Article.
2. The presiding officer may, when the concerned party does not obey the direction to cease under the provisions of the preceding paragraph, order that party to be expelled from the hearing.
(Reading a Statement of Behalf of the Party Concerned)
Article 81-(11). When the party concerned is unable to appear at the hearing due to illness or any other unavoidable circumstance, the reading of the filed statement on behalf of the party concerned shall be regarded as due statement.
(Documentary Evidence)
Article 81-(12). The presiding officer may, when it is deemed necessary, specifying the name of the office, expiration date, and number of copies, enjoin on the party concerned to submit documents as evidence of the subject matter of the statement in the hearing.
(Records)
Article 81-(13). Statements at the hearing shall be recorded verbatim by means of stenography or other means.
